The Minister of Education issues a ministerial decision
Mr. Mohamed Abdel Latif, Minister of Education and Technical Education, issued Ministerial Resolution No. (149) dated 9/1/2024 regarding the mechanisms for organizing reinforcement and educational support groups, which aim to achieve the maximum possible educational benefit for students at various educational levels, within the framework of an integrated package of mechanisms adopted by the Ministry at the beginning of the new academic year to provide a better quality educational system for students inside the school.
The resolution stipulated that the name of school support groups be replaced with the name (reinforcement and educational support groups), and that they be optional in the academic subjects for all transfer classes and the preparatory and secondary school certificates; with the aim of improving the academic level of students who wish to study those subjects, for an appropriate financial consideration, determined in the manner that will be detailed.
The decision also stipulated that the school administration should prepare a schedule of group classes, starting from the first day of school, and outside of regular school hours. The decision also stipulated that the school administration should determine the start and end dates of the reinforcement and educational support groups for each semester, and announce this, provided that the period between the announcement and the start of the groups should not be less than one week.
The decision indicated that the time period allocated to the group should be set at two hours per week, according to the educational plan specified for the subjects, and the involvement of teachers working in the school and those responsible for teaching in the groups is optional within the school. If all teachers of a subject in the school do not apply to teach in the groups, the school principal may seek the assistance of other teachers from another school affiliated with the same educational administration, in coordination with the director of the educational administration.
The decision also stipulated that the school administration shall determine the total number of students in each group, and determine the subscription fee for each group, provided that the total number of students in any study group does not exceed (25) students per group, and some special cases may be exempted in the event that it is not possible to provide alternative dates to exceed this number, provided that the excess numbers are allocated to the categories stipulated in this decision, as well as the categories exempted and excluded from paying the subscription fee.
The decision stipulated that the subscription fee shall be reduced by (50%) for students who are children of education workers, children of martyrs, orphans, and those with total disability for all grades, after submitting documents proving this.
The decision also stipulated that the school board of directors shall determine the value of the group subscription amount, provided that it is determined on the basis of the fee for one class, and the board of trustees, parents and teachers at the school shall approve the value of the subscription amount for one class, provided that the value of the group subscription does not exceed (100) Egyptian pounds per student per class, provided that the school board of directors, the board of trustees, parents and teachers at the school take into account the economic situation and social circumstances of the majority of the school's students when determining the value of the subscription.
The school board of directors may determine an amount for an additional subscription incentive for distinguished groups not exceeding (50) Egyptian pounds, and this incentive shall be applied to groups whose number of students does not exceed (10) students.
The value of the subscription and the incentives for excellence shall be presented to the board of trustees, parents and teachers at the school for approval, and shall be submitted to the competent educational administration to issue its decision to implement them.
The decision indicated that the subscription fees for the groups shall be collected, and a percentage of (15%) shall be deducted from the financial proceeds to the account of the Ministry of Finance - the unified account - and the remaining percentage shall be calculated as (100%), and a percentage of (80%) shall be distributed to the teacher performing the reinforcement groups, who shall receive it upon completion of the group after fulfilling the legal percentages (taxes, etc.). The decision stressed that the school administration and the educational administration shall organize, implement and manage the reinforcement groups, and none of those in charge of the groups shall be entitled to additional pay for working outside official working hours and official holidays other than their specified dues from the value of the study group subscriptions, and the fee for teaching in the study group shall be disbursed immediately after the end of the class in accordance with the rules regulating this and approved by the Ministry of Finance.
