The Ministry of Education Issues Regulatory Instructions Regarding Secondary School)

The Ministry of Education and Technical Education announced the commencement of reviewing transfers for secondary school students. This is part of the intensive preparations for the new 2025/2026 academic year, and as part of the Ministry's efforts to regulate the transfer process for secondary school students and to achieve the principle of justice and equal opportunity for all students.

The Ministry issued central instructions to regulate the transfer process between secondary schools in all governorates. It noted that a central committee has been formed at the General Directorate to review transfers of first-year secondary school students and decide whether to accept the transfer. A central committee has also been formed at the Central Administration for General Education to review transfers of second-year secondary school students, and a central committee has been formed at the General Administration for Secondary Education to review transfers of third-year secondary school students and decide whether to accept the transfer.

The Ministry clarified that all directorates must adhere to the following: Form a committee in each directorate to review the second and third grade secondary school transfer files received from its respective educational administrations. These committees will be sent to the central committees established within the Ministry's General Office, each grade separately, under the supervision of the Director General of General Education in the directorate (General Administration of Secondary Education). The committees will ensure that the files meet the transfer justifications, and prepare consolidated and approved lists of transfers at the directorate level, each grade separately, including a copy of the reason for the transfer, according to the prepared form. These committees will then be sent to the relevant committees. The Ministry also directed the preparation of approved paper and electronic lists for transfers from private to public schools, based on Ministerial Resolution No. (305) of 2015 and Circular No. (40) of 2016.

Regarding student transfers to schools that implement special (international) curricula, the relevant committee should be consulted. Furthermore, it is prohibited to accept any transfers from public or private schools to the prohibited administrations listed in the Instructions for Procedures for Applying for the General Secondary School Certificate Examination for the 2024/2025 academic year.

The Ministry emphasized that it will not accept any transfers from parents or representatives of educational administrations. It will only deal with representatives of educational directorates. Transfer procedures for parents will not begin until a decision is issued by the central committees formed within the Ministry's General Secretariat.

The Ministry indicated that the central committees formed to review transfers will begin their work on July 20, 2025, and will conclude on August 31, 2025. All educational administrations and schools must follow all standard procedures governing transfers, in accordance with ministerial decisions, regulations, and circulars issued in this regard.

The Ministry noted that the only entity responsible for recording student data to determine whether a transfer is granted is the directorate in which the student is enrolled, and this is done after reviewing the Ministry's central committees.
