Minister of Education: The amendments aim to improve the quality of the education system and its outputs in line with international regulations

Dr. Tariq Shawky: The new amendments to the Education Law will be applied after the parliament's approval of first-grade secondary students next year 2021/2022

Minister of Education and Technical Education, Dr. Tariq Shawky, announced the Cabinet's approval of a draft law amending the text of Article (28) of the Education Law promulgated by Law No. 139 of 1981, concerning the rules of the general secondary examinations.

Dr. Tarek Shawky explained that the amendments made to the education law come within the framework of achieving the strategic plan for sustainable development (Egypt Vision 2030), which is based on providing education to all students without discrimination, in addition to improving the quality of the education system and its outputs in line with international systems. As well as to enhance competitiveness and improve educational outcomes, especially the high school stage, so the development of this stage in terms of curricula and examination methods was an urgent, necessary and inevitable matter, based on the importance of qualifying students of that stage to compete in global labor markets.

The Minister of Education confirmed that the new amendments to the Education Law related to the cumulative secondary system and the cumulative total will be applied to first-grade secondary students next year, after its final approval by the House of Representatives, which will be presented to them in the new session, indicating that the general secondary examinations this academic year 2020 / 2021, it will be electronic for all regular students, services and homes, according to the old high school system score (one year), which is 410 grades, and not according to the cumulative total approved by the amendments to the Education Law and the rules of the general secondary examinations.

The amendment stipulates that “the assessment examinations on the basis of which the total grades of students in the general secondary stage in its three years stipulated in Article (23) of this law are calculated shall be held at the end of each academic year of those years, and the total of the student in the secondary stage is calculated on the basis of the total obtained in the years "The three times for all the times that he took the exam in each academic year, and the student has the right to take the exam more than once to choose the result that he wants to be counted for him as a group.

"The amendments also stipulated that “the examination is conducted for the first time in all secondary school years without fees, and a decision is issued by the Minister of Education and Technical Education after the approval of the Supreme Council for Pre-University Education determining the percentages of the cumulative total for the three years, and the maximum number for which the student is calculated. .

In addition to the articles of the Education Law promulgated by Law No. 139 of 1981, new articles in numbers (28 bis), (28 bis A), (28 bis B), and (28 bis C) are added, stating that “Examinations shall be taken electronically or on paper, It is permissible to divide students in each subject into multiple groups, for each of them to be examined separately, at different times and according to different models, provided that they are equal in degree of difficulty, in a way that guarantees measuring their educational level.

It is also permissible to lay down modern, innovative and universally used foundations and methods of evaluation that are among the elements of student evaluation besides examinations and whose grades are included in a percentage determined within the components of the students ’calculated total for each academic year separately. Higher education for pre-university.

"The articles that have been added also stipulate that “The Minister of Education and Technical Education, after approval of the Supreme Council for Pre-University Education, issues a decision determining the subjects in which the examinations are conducted, the number of times a student is allowed to enter the exam, the examination system, and the determination of the minor and major ends of the grades of the subjects, The grades that are counted in the additional times of taking the exam, as well as determining the categories of the fee, not exceeding 5,000 pounds, and cases of exemption from it.

According to the added subjects, students of the scientific department study scientific subjects, and students of the literary section study literary subjects, in addition to the compulsory subjects of the two departments, and the Minister of Education and Technical Education, after approval of the Supreme Council for Pre-University Education, determines the plans and curricula, and the controls and conditions for applying to them, provided that those plans are based The curricula refer to the latest technologies and means of modern technology, in line with modern methods used worldwide, and the rules for stopping registration and organizing the acceptance of excuses are determined by a decision from the Minister of Education and Technical Education.

The amended articles also stipulate that “if the student fails in one or two subjects at most of the general and specialized subjects after exhausting the permissible number of times to enter the exam in each academic year, he shall be charged with what he failed and transferred to the following year and re-test with new year students, as well as He may sit for examinations from abroad, according to the controls issued by a decision from the Minister of Education and Technical Education.

“Every student who has failed in one or two subjects at most of the general and specialized subjects, after exhausting the number of times to enter the exam in the third grade, has the right to take the re-examination in what he failed only once in the following year, after which the examination is taken from abroad for a period of only two years.

"This law shall be enforced from the day following its publication date, with the exception of Article 28, which shall be enforced as of the next academic year 2021-2022, and every provision that contradicts its provisions shall be canceled."
