The Ministry of Education and Technical Education witnessed the closing ceremony of the first phase of preparing and qualifying quality auditors, in cooperation with the German Agency for International Cooperation (GiZ), and honoring a group of 24 auditors who received training on international methodologies for reviewing educational management systems and assessing the quality of educational and training services in the context of preparation for the operation of the Egyptian Authority for Assurance Technical Education Quality and Accreditation (Etqan), and the Quality Assurance and Improvement Unit in Technical Education (CEQAT) at the Ministry.

The ministry also signed a cooperation protocol with the German Agency for International Cooperation (GiZ), the Federation of Egyptian Industries, and service providers with the dual education and training system, to launch the pilot phase for the role of the independent external auditor and evaluator of the quality of practical training within the training facilities of the Egyptian dual education and training system.

The protocol was signed by Dr. Mohamed Megahed, Deputy Minister of Education and Technical Education for Technical Education, and Prof. Dr. Mohamed Abdel Salam on behalf of Eng. Mohamed Zaki Al Suwaidi, Chairman of the Board of Directors of the Federation of Egyptian Industries, Mr. Mohamed El Khashab on behalf of Dr. Mohiy Hafez, Head of the National Center for Technological Dual Education, and Mr. Mohamed Hanno. At the beginning of his speech, Dr. Mohamed Megahed welcomed the attendees, and emphasized that the Ministry of Education and Technical Education appreciates the strong partnership with the private sector in order to develop technical education, as well as the strategic partnership between the Egyptian and German governments, appreciating the role of the German Agency for International Cooperation (GiZ) and the support it provides to the Ministry. Education and technical education in order to implement the technical education strategy 2.0.

Dr. Mohamed Megahed said: Since the introduction of the dual education and training system in Egypt in the mid-1990s, the system has proven its uniqueness in linking education outputs with the needs of the private sector and the labor market to create a generation of skilled technicians. However, the quality of training within the facility is from the private sector, as it is Conducting the majority of practical training is a critical factor in the success of the dual education and training system, and according to studies conducted by the German Agency for International Cooperation, it was found that training within the facility still faces multiple challenges, indicating that we meet today to work jointly to find solutions to these challenges.

He emphasized that the protocol that was signed will launch the pilot phase of the role of external quality control in the dual education and training system in the engineering industries and car maintenance sectors, during the agreed pilot phase, as the Federation of Egyptian Industries acts as an independent entity for quality assessment and is responsible for verifying the suitability of companies to join the system. Dual education and training according to specific appropriateness criteria, monitoring the quality of training within private training facilities, and checking the continuous evaluation of trainees in training facilities within companies.

Dr. Mohamed Megahed explained that the protocol stipulates that service providers as intermediary institutions represented by the National Center for Technological Dual Education and the Alexandria Businessmen Association and their regional units throughout Egypt are responsible for supporting companies to comply with training quality standards within the company in accordance with the regulations governing dual education and training, and in coordination and compliance with The Ministry of Education and Technical Education and the German Agency for International Cooperation.

He continued: We are looking forward to piloting the new system in 220 existing and new companies to assess their ability to be part of the dual education and training system and support them in improving their performance.

He pointed out that we are currently working with the Ministry of Planning and Economic Development to establish sectoral skills councils in order to be responsible for determining labor needs in their sectors, developing professional standards, and supporting the accreditation of technical schools through the Egyptian Authority for Quality Assurance and Accreditation in Technical and Technical Education and Vocational Training (Etqan). ).

The Deputy Minister expressed his happiness at honoring a group of 24 reviewers who received training on international methodologies for reviewing educational management systems and evaluating the quality of educational and training services, explaining that the intensive training program includes theoretical exercises and practical applications by visiting about 12 schools and 10 training facilities, and congratulated the graduates, looking forward to Their cooperation with the (Etqan) Commission in the near future, after it has now become a reality after the ratification of the law by His Excellency the President on October 13, after three years of planning and preparation.

Mr. Andreas Adrian, Coordinator of the Technical Education Sector and Labor Market Development at the German Agency for International Cooperation (GiZ), confirmed that we are working with all concerned parties to support the Ministry of Education and Technical Education in the task of developing the quality system in technical education, and for this, we are working on preparing cadres for quality review In various educational and training institutions, and quality assurance efforts in schools are integrated with the signing of the cooperation protocol, which is a launch for the external quality control methodology in the facilities of the dual education and training system, which is beneficial to ensuring the quality of technical education and thus enhancing the skills of students to be more compatible with the requirements of the labor market.

For his part, Dr. Amr Basila, Head of the Central Administration for the Development of Technical Education and Director of the Applied Technology Schools Operation and Management Unit, stressed the interest of the Ministry of Education and Technical Education in cooperation with local and international institutions and organizations to support and increase communication and serious initiatives to develop technical education in Egypt, in order to implement the Technical Education 2.0 strategy. .

He explained that we seek to expand dual education and training from 3% of the total number of technical education students currently to 10% by 2030, indicating that this is done through this strong partnership with the private sector, with the aim of improving the quality and availability of dual education and training in Egypt.

Dr. Amr Basila said: This academic year 2022/2023 witnessed the largest percentage of applicants to enroll in dual education schools, especially after the application of the electronic application system for students, as their number reached 59,000 middle school students from all over the Republic, and the number of establishments for this year reached 4044 establishments, and the number of professions is 82, 53 of them are developed according to the competencies system, and 29 are under development.

For his part, Prof. Dr. Mohamed Abdel Salam, Chairman of the Board of Directors of the Chamber of Ready-made Garments and Furniture Industry and representative of the Federation of Egyptian Industries, said that the federation encourages its industrial members to benefit from the technical education system, whether by establishing technological schools or centers of excellence, or by making use of their industrial edifices as training facilities. Within the system of dual education and training, especially in the professions most in need and the newly created specializations.

He added that the human element is of great importance within the inputs of the production process, so it is natural that there is a special interest in developing this component in terms of efficiency and readiness, and therefore the federation is keen to promote the dual education and training system in its various forms, whether full schools or attached classes, as well as a school inside a graduation factory. A workforce that is qualified and ready to enter the production system in factories and achieve high performance rates in terms of quality and productivity.

He explained that experience has shown that training within industrial facilities for technical education students within the dual education and training system is the best way to provide students with the required competencies.

Pointing out that the quality of the educational and training processes is undoubtedly reflected in the efficiency of production and the improvement of the quality of products, stressing that access to quality requires improvement and continuous evaluation from external parties to identify opportunities for improvement and the improvement of the quality of the system in general.

While Mr. Mohamed Hanno, Chairman of the Board of Directors of the Alexandria Businessmen Association, affirmed the association’s constant endeavor to expand the provision of dual education and training services, expressing thanks to the Ministry of Education and Technical Education for its unremitting efforts to expand and develop dual education, appreciating the partnership with the German Agency for International Cooperation (GiZ), explaining that The association has been working in the field of dual education and training for more than twenty years in many governorates of the Republic, such as the governorates of Alexandria, Port Said and Fayoum, all the way to Upper Egypt in Aswan Governorate.

He added that, according to the signed protocol, the pilot phase will include the selection of 220 training facilities in the two aforementioned sectors in various governorates of the Republic to undergo an assessment of the level of quality of the training process and measure the effectiveness of the presence of an independent external quality assessor in the dual education and training system, in addition to presenting an effective financial model to ensure the sustainability of the implementation of this role. .

Mr. Mohamed Al-Khashab confirmed, during his speech, on behalf of Dr. Mohie Hafez, head of the National Center for Technological Dual Education, that the partnership with the Ministry of Education and Technical Education began with the first project on the 10th of Ramadan in 1996, leading to expansion nationwide with 30 regional units from Alexandria to Aswan. The ceremony witnessed a presentation of the results of the external audit training activity at the level of dual education schools and training facilities, and honoring the 24 trainees who obtained the ISO certificate.
