"Education" signs a contract to implement the project to advance technical education funded by the European Union and the German government
Dr. Tarek Shawky, Minister of Education and Technical Education, signed with Mr. Matthias Luig, CEO of the German consultancy GOPA-Infra, a contract for the implementation of the project to advance technical education and vocational training and promote sustainable energy in technical education and vocational training.
This comes within the framework of a financing agreement between the Egyptian government represented by the Central Bank, the Ministry of Education and Technical Education, the German government and the European Union through the German Development Bank KFW, and in coordination with the Ministry of International Cooperation; The total value of the agreement is about 51 million euros, through an 18 million euros grant, 20 million euros as a loan from the German government and an additional grant from the European Union worth 13 million euros.
At the beginning of his speech, Dr. Tarek Shawky welcomed the representatives of the German Embassy and the European Union Mission in Egypt, as well as representatives of the German Development Bank in Cairo, and thanked them for the continuous support of the Ministry's efforts to transform technical education through the Technical Education 2.0 strategy.
The minister said that the German government had been a long-standing partner in technical education reform, through the GIZ and KfW, since the introduction of the dual education and training system in the mid-1990s until the current support through the "New Comprehensive Technical and Vocational Education and Training Initiative (NCTI), which took place in Berlin in October 2018, which includes long-term technical and financial commitments aimed at reforming technical education in Egypt.
For his part, Matthias Luig, Managing Director of the German Juba Infra Company, expressed his happiness at signing an agreement to implement the project to advance technical education and vocational training and promote sustainable energy in technical education and vocational training, stressing that this comes within the framework of joint cooperation between the two countries.
The agreement will strengthen the current German financial cooperation project to establish Centers of Competence in the new and renewable energy sector and energy efficiency, as well as modernize several secondary technical education schools. It has advanced and modern infrastructure, devices and equipment, and therefore this school can act as a light house capable of radiating development and modernization to other technical schools of the same quality located in the geographic areas adjacent to the Sectoral Excellence Center, and the private sector participates in managing and operating these sectoral centers graduates, especially small and medium-sized enterprises.
Among the main activities of the project, "establishing three sectoral centers of excellence in three governorates, including Aswan and the Red Sea, rehabilitating and equipping a number of technical education schools (15-20) with solar panels as well as energy efficiency technologies, and establishing a branch of the Technical Education Teachers Academy within each center. Sectoral excellence is being created, encouraging the integration of girls into technical education and in the new and renewable energy sector.
As part of its efforts to enhance cooperation with national stakeholders, the Ministry of Education and Technical Education is cooperating with the General Authority for Educational Buildings and Misr El Kheir Foundation in the implementation of this project, and the General Authority for Educational Buildings will be the implementing partner for the infrastructure component of this national project thanks to its experience in building schools Moreover, the project comes in close cooperation with the Misr El Kheir Foundation in order to encourage private sector participation in managing sectoral centers of excellence, as well as providing training and employment opportunities for graduates.
It is worth noting that this agreement comes within the framework of development cooperation between the governments of Egypt, Germany and the European Union, with the aim of supporting the Ministry of Education’s strategy to develop “Technical Education 2.0” which revolves around improving the quality of technical education, transforming curricula into curricula based on a competency-based methodology, digitizing educational content, improving Teachers’ skills through training and qualification, the participation of business owners in developing technical education, and changing the stereotype of technical education.
The signing of the agreement was attended by Dr. Mohamed Megahed, Deputy Minister for Technical Education, Major General Yousry Salem, Head of the Educational Buildings Authority, Dr. Mohamed Emara, Head of the Technical Education Sector, Dr. Amr Bassila, Head of the Central Administration for the Development of Technical Education, Director of the Operation and Management Unit for Applied Technology Schools, and a number of leaders Technical Education in the Ministry, and on the German side, Mr. Matthias Luig, Managing Director of the German Juba Infra Company, Mr. Ibrahim Al-Afia, Minister Plenipotentiary and Head of the Cooperation Department in the European Union Mission to Egypt, Ms. Stephenie Sorns, Vice President of Economic Cooperation at the German Embassy, and a number of leaders from GiZ, KFW and Misr El Kheir Foundation and representatives of the Ministry of International Cooperation.
