The Ministry of Education and Technical Education participated in the opening of the first national forum for the future of work in Egypt within the framework of bilateral cooperation between Egypt and Germany, organized by the German Agency for International Cooperation, within the framework of bilateral cooperation with the government, under the slogan “We work together for the future”, in the presence of the Ambassador The German in Cairo, Mr. Frank Hartmann, Major General Khairy Barakat, President of the Central Agency for Public Mobilization and Statistics, and many representatives of the relevant ministries, and the forum is held under the auspices of the Ministries of Education and Technical Education, International Cooperation, Planning and Economic Development, Manpower, and the Central Agency for Public Mobilization and Statistics.
In his speech during the forum’s activities, Dr. Mohamed Mujahid, Deputy Minister of Education for Technical Education conveyed the greetings of Dr. Tarek Shawky, Minister of Education and Technical Education to the attendees, and thanked the German Agency for International Cooperation GiZ; To organize this important forum at this pivotal time, which coincides with the implementation of the strategy of developing technical education by the Ministry of Education to become more compatible with the current and future needs of the labor market.
The Deputy Minister of Education said that there is a challenge in providing more than 700,000 young men and women who graduate from technical education annually, the skills and competencies required by the labor market, and the ministry faces many challenges in order to achieve this, as there are challenges related to quality within the technical education system. In addition to the challenges of adapting programs to the needs of the labor market, and the efficiency of technical education teachers, there are also challenges related to our willingness and flexibility in establishing real partnerships with the private sector.
Dr. Mohamed Megahed pointed out that the Egyptian technical education system faces challenges outside the scope of the ministry, such as the culture of students and parents in limiting the pursuit to a limited goal of obtaining a paper called a “certificate” or “diploma” instead of seeking to acquire real skills and competencies, in addition to the reality The failure of many private sector companies, especially small companies, to provide decent job opportunities, with fair salaries, and real career advancement opportunities for technical workers, enough to attract young graduates of technical education, saying that one of the most important challenges that we must join together for, is to make a change The culture of society, which is characterized by an unfair view of students and graduates of technical education.
The Deputy Minister reviewed the components of the Technical Education 2.0 development strategy and the achievements made since its launch in 2018, which are:
. Establishment of a new independent body for quality assurance and accreditation in Technical and Technical Education and Vocational Training (ETQAAN), while developing quality standards and implementing regulations in cooperation with key development partners.
. Developing 86 curricula according to the competency methodology out of a total of 125 curricula, representing about 70% of the total technical education curricula, and reviewing them by representatives of the labor market with initial support from the EU-TVET II project
. Introducing 29 new programs and approaches in cooperation with representatives of the labor market, including (information and communication technology - artificial intelligence - security systems technology - digital games - nuclear energy technology - logistics - new and renewable energy - industrial control - jewelry industry - retail trade - marketing E-commerce - customer service - date palm cultivation technician - bio-agriculture technician - and many specializations in the field of art technology).
. Increasing the number of students enrolled in dual education and training from 42 thousand students in 2017 to 55 thousand students in 2021, updating the governance structure of the dual education system to include more partners and supporting plans aimed at increasing the number of its students to 10% of the total number of technical education students by In 2030 instead of 3% currently, with technical support from the German Development Agency GIZ
• In 2018, the Ministry introduced a new model for dual education called Schools of Applied Technology in partnership with leading private sector companies and international organizations to ensure quality, where the beginning was with three schools, there are currently 38 schools, including 6 schools under the name of International Schools of Applied Technology with the support of USAID USAID International
Introducing a new sectoral concept represented in the Centers of Competence, which act as beacons in priority sectors. Work has begun on this concept with KfW and the European Union in the renewable energy sector.
Conducting an international survey of the needs of the labor markets in Europe and the Gulf states of Egyptian labor and identifying the necessary skills and qualifications in order to develop programs to meet these needs, and this initiative is funded by the European Bank for Reconstruction and Development EBRD
The Deputy Minister concluded his speech by saying: This is just the beginning, and coordination with everyone will make a difference for young people graduating from technical education, which will enable the private sector to expand its investments when it becomes certain of the availability of the required manpower with the required standards.
