Dr. Reda Hegazy, Minister of Education and Technical Education, chaired the meeting of the Board of Directors of the National Center for Examinations and Educational Evaluation, at the headquarters of the National Center for Examinations, in the presence of a number of leaders of the Ministry and the Center and university professors.

At the beginning of the meeting, Dr. Al-Wazir welcomed the Board of Directors of the National Examination Center, stressing his pride in the great role that the Center plays in building and developing capabilities. Making it one of the best centers in the Middle East.

The Minister explained that the results of the general secondary school exams this year confirm that the exams distinguished between the academically distinguished student and the average and weak student, adding that the answer forms and questions were placed on the Ministry’s website before filing grievances, and experts were also assigned to review the answer forms after each exam. He also explained that the purpose of the questions was The essay measures the student's ability to produce an answer.

The Minister indicated that the Ministry is concerned with learning outcomes, stressing the need for a mechanism to prepare more question banks, so the Ministry is working on launching open electronic question banks for classrooms at different educational levels within the framework of the “Assessment for Learning” project, which the Central Administration for Curriculum Development is working on. A selected group of teachers participate in building these banks according to specific standards, and they are also thoroughly trained on the foundations of evaluation, formulating vocabulary, describing it, and classifying it according to graded levels.

The Minister said that through this project, the tremendous progress in information and communications technology and the Ministry’s technological platforms and infrastructure are being invested in producing question banks using modern methods that contribute and essentially help students in the self-learning process according to their varying abilities, and enabling them to improve their achievement ability through learning about Their strengths and weaknesses, as well as the benefit of teachers and mentors in the field of assessment.

The Minister also explained that the “Assessment for Learning” project emphasizes the importance of shifting from the culture of traditional assessment to assessment for learning concerned with measuring procedures and processes, in addition to learning outcomes, considering that assessment is a truly important step in the context of the educational process, and it also receives great attention. Between different segments of students and their parents to improve the quality of the educational process.

The Minister directed the National Center for Examinations and Educational Evaluation to renew the high school question banks and work to enrich them so that they are distinguished and large, and to develop a mechanism to replenish them with cadres capable of preparing test vocabulary.

The Minister also directed that the training be based on evaluation and that it be institutionalized, and that an analytical diagnostic study of the high school results be conducted through the Operations Department, especially since it is electronic, to identify the problems and build the training plan on this basis.

In another context, the minister said that an Egyptian reading and writing scale will be prepared to determine the level of students, and it will be a reference for providing solutions, noting that a national conference will be held on this subject and a periodic evaluation and remedial program will be implemented at the primary stage in light of sustainable development.

The Minister also touched on Egypt's official accession to the Global Partnership for Education (GPE), stressing that work is being done in accordance with this partnership in preparing a plan to develop the pre-university education sector in light of the results of the sector analysis, and based on the 2030 Sustainable Development Goals, the Egyptian government program, and international standards.

During the meeting, the minutes of the meeting of the Board of Directors of the National Center for Educational Examinations and Evaluation in the previous session held on February 26, 2023 were approved, and the approval of the Arab Republic of Egypt’s participation in the PISA study, which is supervised by the Organization for Economic Cooperation and Development, was considered.

During the meeting, the work and achievements of the center in its five departments during the academic year 2022/2023 were also reviewed.

At the conclusion of the meeting, it was agreed to approve the final account of the National Center for Educational Examinations and Evaluation for the fiscal year 2022/2023.
