Dr. Reda Hegazy, Minister of Education and Technical Education, met with the heads and deputies of the System, Monitoring and Management Committees at the level of the Republic; To review the instructions for the conduct of correction work and the safety of the procedures followed within the controls for the general secondary exams for the academic year 2022/2023, which will start on June 12th.

The meeting was attended by Dr. Ramadan Mohamed Ramadan, Assistant Minister for Calendar and Examination Systems, Khaled Abdel Hakam, Deputy Head of General Secondary Examinations and Head of the Central Administration for Combating Educational Dropout and Adult Education, and Abdel Raouf Abdel Rahman, Director of the General Education Department at the General Administration for Examinations.

Dr. Reda Hegazy affirmed that the ministry is keen to work within the framework of an accurate system, and to seek the help of qualified and experienced personnel when conducting high school exams with a high degree of transparency to achieve justice and equal opportunities among students.

The minister indicated that new and firm measures have been taken and early preparation for the general secondary exams for this year after listing all the problems that faced exams during the past years, and avoiding them this year.

During the meeting, the Minister directed that a training program be quickly held for grade estimators on the use of rubrics, in light of electronic correction of exams. To ensure the highest levels of objectivity and fairness among students, pointing out that a copy of the student’s answer sheet for the essay questions will be scanned on the tablet in light of the performance evaluation measures for each question on the correction system and sent to two correctors. For the stability and accuracy of the correction, and in the event that there is a clear difference between the evaluation of the scorers, a third corrector is used to put the final evaluation of the degree.

The minister also stressed that a training program will be held for the heads and observers of the first committees, through video conferencing technology, from 20 to 30 May. on the examination procedures.

The minister explained that within the framework of the security measures taken by the ministry this year, a barcode will be placed above and below the bubble sheet and the answer sheet for the essay questions. To ensure the right of the student in the event of a grievance from the correction, and to avoid any attempts to manipulate the results, stressing that the Ministry is keen on the principle of transparency, the student can view his question and answer paper on the first day of the grievance.

The minister also instructed observers to review the part of each student's data on the answer sheet and questions during the exam, as well as the validity of writing sitting numbers, noting that sitting numbers will be distributed to students in mid-May.

The minister indicated that the bubble sheet will be distributed on which the name of the subject is written, stressing that the student’s answer in the bubble sheet only will be considered, and the answer in the question booklet will not be considered. ) with a record of this.

The minister explained that the ministry has taken a number of strict and firm measures to combat fraud, indicating that he had issued a decision to stop any transfers of students and not allow them except through a committee in the ministry, and not to allow the holding of general secondary examination committees in committees in which mass fraud or riots occurred previously, In addition to ensuring that students do not enter the committees with any means to assist cheating, and covering the various examination committees across the republic with surveillance cameras to monitor any acts of fraud within the committees; To ensure the discipline of conducting exams, and implement Ministerial Resolution No. (34) of 2018 regarding regulating the conditions for exam cancellation and denial, and Law No. (205) of 2020 regarding combating acts of breaching exams.

Dr. Reda Hegazy also directed the facilitation of all procedures for our children from the Egyptian third year secondary students returning from the State of Sudan to the homeland who wish to take the general secondary exams inside the Arab Republic of Egypt, whether in the first or second round.
