Today, Tuesday, Dr. Reda Hegazy, Minister of Education and Technical Education, participated in the activities of the founding meeting of the Global Partnership for Education (GPE).

The meeting aims to review how the tools and mechanisms of the Global Partnership for Education help support countries in achieving the desired transformation in the education system. The meeting also gives partner countries the opportunity to learn about the policies of the Global Partnership for Education and share experiences and challenges they face in the education sector.

At the beginning of the meeting, the Minister welcomed the attendees and representatives of the Ministries of Education from the participating countries, stressing that the Global Partnership for Education (GPE) is one of the most important partnerships that the Ministry is keen on, noting that work will be done according to this partnership in preparing a plan to develop the pre-university education sector in In light of the results of the sector analysis and based on the 2030 Sustainable Development Goals, the Egyptian government program and international standards, and after completing this, a participatory approach will be followed in presenting executive plans for community dialogue, so that this work is adopted with wide participation from all sectors in Egypt as well as the participation of experts and analysts related to the field , expressing his thanks to UNICEF for organizing this work.

Dr. Reda Hegazy indicated that Egypt is currently preparing to become a member of the Global Partnership for Education, explaining that the Egyptian Ministry of Education and Technical Education has come a long way in analyzing the pre-university education sector in cooperation with the Global Partnership for Education, UNICEF as the coordinating agency, and in cooperation with the members of the committee. National Education and Development Partners.

The minister added that the ministry succeeded in analyzing the pre-university education sector, based on the scientific approach and the use of evidence. For the first time, through this fruitful partnership, the ministry carried out a complete analysis of the pre-university education sector in Egypt, which dealt with different sectors of education, including an analysis of the situation. Public education in Egypt, kindergartens, the use of technology in basic education, general and technical secondary education, and people with special needs, as well as the transition from education to the labor market, evaluation and follow-up methods, how to improve teachers' performance, and the amount of spending on education.

Dr. Reda Hegazy stressed that the analysis of the pre-university education sector in Egypt has resulted in the discovery of many results and challenges, on the basis of which a plan for the pre-university education sector was built and developed in accordance with international standards, as well as the participation of all relevant sectors of the ministry, various government sectors, as well as representatives of National Education Commission, and stakeholder partners.

The minister added that the development of the education plan was the result of a series of workshops, meetings, discussions, listening to the various sectors and departments, collecting and analyzing data and evidence, and then translating this into the priorities of the education sector plan.

In the interest of the Ministry to expand the scope of community participation, Dr. Reda Hegazy stressed that the Ministry will, during the next stage, launch an executive plan for the pre-university education sector for community participation on a large scale to include all stakeholders from within and outside the educational process.

The minister also talked about the ministry's efforts in developing technical education for its important role in influencing the country's economy, stressing that the ministry's strategy for developing technical education and vocational training aims to shift towards technical education that meets the needs of the labor market with the best international quality standards, through a sustainable approach, based on five axes; It is improving the quality of technical education, transforming school curricula into curricula based on the methodology of competencies, improving teachers' skills through training and qualification, and the participation of business owners in the development of technical education, as well as changing the stereotype of technical education.

Dr. Reda Hegazy said: "Applied Technology Schools are an important model that embodies the success of that system in cooperation with business institutions and the private sector as an active participant in the management and operation of these schools, as there are now 52 schools and we aim to reach 420 schools according to the presidential mandate to expand them." There is a demand from many countries for skilled and trained Egyptian technical cadres.

Dr. Reda Hegazy also confirmed that the strategic plan for the development of education aims to develop community education schools, stressing that one of the goals of the Global Partnership for Education (GPE) is accessibility and non-discrimination, as the Ministry seeks to confront the phenomenon of school dropouts, by working on the axis of accessibility and reducing dropouts to bridge Sources of illiteracy and giving an opportunity for students who have dropped out of education to join the education train through community education schools. The Ministry is also making great efforts to provide community education schools in remote areas and second chance schools to accommodate dropouts.

The minister also explained that following the developmental and empowering approach in eradicating illiteracy is that the teacher participates with the learner in preparing the educational material, because the illiterate is not ignorant, but he has experience that we must build on and support.

Dr. Reda Hegazy pointed out that pre-university education in Egypt includes public, private and international schools, explaining that the state supports government education by all possible means.

During his speech, the minister also indicated that the ministry is a governmental institution that relies in its management of educational directorates on a balance between centralization of management, setting plans and frameworks, and directing educational directorates and their affiliated departments on the one hand, and financial decentralization on the other hand, explaining that each directorate has its own financial specialties and budget. It is necessary to implement its own plans and directives in a decentralized manner, while adhering to the general framework and strategic plans.

The Minister expressed his thanks and appreciation to the Global Partnership for Education and all members of the National Education Committee, international bodies, UNICEF, development partners and relevant Egyptian ministries, for their fruitful cooperation during the long road that the Ministry took in preparing a plan to develop the pre-university education sector.

Dr. Reda Hegazy also expressed his pride in this work, indicating that it will build on what has been achieved during the previous years and strengthen cooperation mechanisms during the coming years in the implementation plans, expressing his thanks and appreciation for this fruitful cooperation.
