Dr. Reda Hegazy, Minister of Education and Technical Education, revealed today the ministry's plan to prepare for the general secondary exams for the academic year 2023, stressing that all measures have been taken to ensure the regular conduct of exams in a disciplined manner.

This came during his participation in the Committee on Education and Scientific Research in the House of Representatives, headed by Dr. Sami Hashem, Chairman of the Committee, Dr. Mona Abdel Ati, Deputy Committee, and Dr. Magda Bakry, Deputy Committee, and in the presence of a number of deputies, members of the committee, and from the Ministry’s side, Dr. Ramadan Mohamed Ramadan, Assistant Minister for Evaluation and organized Examinations, Khaled Abdel Hakam, Head of the Central Department for Combating Dropouts and Adult Education and Vice President of General Secondary Examinations, and Walid Maher, Advisor to the Minister for Political Communication and Parliamentary Affairs.

Dr. Reda Hegazy affirmed that the ministry is keen to conduct high school exams with a high degree of transparency, fairness and equal opportunities among students, so that every student takes his right.

The minister indicated that all the problems that faced exams during the past years were listed, and he also reviewed the numbers of trainees from mentors and teachers on the "Methods and Techniques of Formulating Questions According to the Evaluation System for Secondary School Students" program, where 5,000 secondary school teachers were trained at the level Central and 40 thousand and 939 teachers at the governorate level to prepare exam questions according to the new system.

Dr. Reda Hegazy also reviewed the preparation procedures for the high school exams, which are carried out through several axes, which include the exam paper, where the technical specifications of the exam paper were modified to become multiple choice of 85% “mcQ” and an essay part that does not exceed 15% of the grade according to the nature of each. material.

Examination specifications were also adhered to, which are 30% for the simple mental levels, 40% for the intermediate levels, and 30% for the higher mental levels, in addition to emphasizing the accuracy of the formulation of questions according to the rules for formulating the correct questions.

The minister also revealed the security procedures related to the answer sheet, especially with regard to the part of the student's data, as more than one barcode was placed on the bubble sheet and the answer sheet for the essay questions, whether above or below the paper, to prove the student's paper, adding that when grieving, the student will be provided with a copy of his question book. as well as a picture of his bubble sheet,

In a related context, the minister said that the construction of question banks has been completed and new cadres have been included, in addition to the introduction of a guiding form for the exams of the general secondary grade three subjects on the ministry’s website to train students in the form of exams, and the directorates have also reviewed the concept manuals to ensure that preparation is available for all students.

The minister explained that with regard to anti-fraud measures, the minister confirmed that he had issued a decision to stop any transfers and not allow them except through a committee in the ministry, as part of the ministry's procedures to combat cheating in exams and not to allow general secondary examination committees to be held in committees in which mass or mass fraud occurred. previously rioted.

He added that the ministry has put in place a number of strict procedures to ensure that students enter the committees without any means of cheating assistance, in addition to covering the various exam committees in various parts of the Republic with surveillance cameras to monitor any acts of cheating within the committees, stressing that the aim of these measures is to ensure the discipline of exams.

With regard to the work of correcting exams, the minister indicated that the work of correcting exams is electronic, and as for essay questions, they will be corrected on the tablet in light of the Rubric performance evaluation measures for each question, with (2) correctors for each question, to ensure the accuracy of the assessment, and in the event of a difference of more than Half a degree between the scorers' grades. A third corrector is hired, and the answer form will be reviewed before starting the electronic correction, in addition to conducting a simulation of the electronic correction more than once before the start of the exams to ensure the quality of the correction system.

The committee meeting witnessed a discussion of a number of issues related to the educational process, and a review of the ministry’s vision regarding it, including the minister’s vision for the return and regularity of the educational process, and the controls and mechanisms of support groups. Various efforts are being made at the level of educational directorates to activate support groups and expand their scope in schools in all governorates.
