Within the framework of the “Initiatives for Local Development in Egypt with the Support of Egyptians Abroad” project, which is implemented in cooperation between the Ministry of State for Migration and Egyptian Abroad Affairs, the International Organization for Migration and the Italian Agency for Development Cooperation, the effectiveness of the review of the “Communication and Communication Strategy” began on Sunday. With Egyptians Abroad”, prepared by Dr. Martin Russell, Professor of Diaspora Studies and Strategies at the Networking Institute at the University of Dublin in Ireland, in the presence of Ambassador Nabila Makram Abdel Shaheed, Minister of State for Immigration and Egyptians Abroad Affairs, Dr. Tarek Shawky, Minister of Education and Technical Education, and Dr. Khaled El-Anani, Minister of Tourism and Antiquities .
Also participating in the event were from the Ministry of Immigration: Dr. Saber Soliman, Assistant Minister of Immigration for Institutional Development, Ambassador Mohamed Khairat, Assistant Minister of Immigration for International Cooperation, and Ambassador Amr Abbas, Assistant Minister of Immigration for Communities Affairs, along with Mr. Laurent De Boeck, Head of the International Organization for Migration Mission in Egypt And Mr. Michel Quaroni, the Italian ambassador in Cairo, and a number of senior officials in the ministries and various relevant government agencies, representatives from the Egyptian Parliament, a number of young Egyptians studying abroad, academic experts, representatives and experts from international organizations.
At the beginning of her speech, Ambassador Nabila Makram welcomed the attendees, and said that the strategy prepared by Dr. Martin Russell includes important proposals that can be studied in light of benefiting from international experiences in developing communication and communication mechanisms with Egyptians abroad, adding that the ministry has worked over the past seven years in linking Our children in all countries of the world are in their mother country Egypt, and it was able to integrate Egyptians abroad of all their segments into all the national projects implemented by the Egyptian state, and it represented a strong fortress for every Egyptian outside the homeland, and this is one of the most prominent features of the era of the new republic.
Ambassador Nabila Makram added that the assignments of the political leadership of the Ministry of Immigration after its return to the government were represented in 3 axes, namely, communicating with Egyptians abroad, benefiting from their experiences and integrating them with development, noting that work was done on the three axes, but with the development of the international system and the conditions imposed by the Corona pandemic, it was necessary to develop Ways to communicate with Egyptians abroad.
She stated that it is important to develop means of communication with Egyptians abroad and link them to their home country, pointing out that the Ministry of Immigration prepared a strategy and it was presented to the House of Representatives in 2015 and it was approved, explaining that, in cooperation with the International Organization for Migration and the Italian Agency for Development Cooperation, contact was made with Professor Martin Russell, who is from He is internationally known in the field of communication with migrants, and has presented 30 studies to 30 countries in the field of communication with migrants, to benefit from these experiences.
The Minister of Immigration added that this is a strategy presented by Professor Martin Russell, and includes some proposals to communicate with Egyptians abroad, stressing that it will open new areas in developing means and ways of communicating with Egyptians abroad and integrating them in the development process taking place on the land of Egypt.
At the conclusion of her speech, the minister revealed that within the framework of developing means of communication with segments of Egyptians abroad, the Ministry of Immigration worked to establish the Ministry of Immigration Center for Dialogue for Young Scholars. This is a new form of communication with segments of Egyptians abroad.
For his part, Mr. Michel Quaroni, Italian Ambassador to Egypt, said in his speech that the Italian Agency for Development Cooperation launched many projects and initiatives in Egypt and valued the presentation of the strategy, expressing his aspiration to bear fruit in the field of migration, and to support previous steps of cooperation with the Ministry of Migration and the International Organization for Migration Especially with regard to the integration of returnees and the provision of various opportunities.
Quaroni also thanked the International Organization for Migration (IOM) mission in Egypt for their great efforts and their continuous participation in the success of this strategy.
Quaroni emphasized the history of Egyptian-Italian cooperation, facilitating the work of a national strategy for the governance of migration and health projects, and raising awareness among Egyptian expatriates. .
In the same context, Laurent de Boeck, Director of the International Organization for Migration Mission in Egypt, welcomed the participants and stressed that the Ministry of Immigration is one of our most important partners in the governance of migration, and therefore cooperation comes to protect expatriates abroad, praising Egypt’s efforts in the field of migration management, and considering that Egypt is one of the champion countries In the Global Compact for Migration, and its implementation of its provisions.
Laurent praised the role of Egyptians and their participation in business and investment, explaining that there are 8 goals of migration governance, including enabling the immigrant community to work in harmony, eliminating discrimination and promoting public debate, developing qualifications in light of achieving sustainable development goals, and working to integrate migrants into development issues. Achieving financial inclusion, facilitating the safe return of migrants, and creating a mechanism for social cooperation and international cooperation to ensure the continuation of Egypt's leading role in various plans.
Laurent emphasized that the Egyptian Ministry of Immigration worked on developing the national strategy to communicate with Egyptians abroad of all their segments, which does not mean a single ministry but communication with various institutions in the country to achieve the maximum benefit from the energies of migrants in development in all its forms. And linking Egyptians abroad and cooperating with the Small and Medium Enterprises Authority to launch small and medium projects to support development plans,” he said, praising the role of all partners who cooperated to reach a discussion on a strategy for communication and communication with Egyptians abroad, and to make this approach sustainable and achieve actual results in addition to the efforts made by the Ministry of Immigration such as A series of conferences, Egypt can and its efforts to support the national project, a decent life and development plans in the regions exporting immigration.
Laurent explained that the goal is to ensure the integration of expatriate Egyptians in various fields of education, health and infrastructure to achieve Egypt's 2030 vision.
It is worth noting that the International Organization for Migration (IOM) relies in its approach on enhancing the capabilities of diasporas to contribute effectively to national development, and Egyptians abroad are an indispensable asset of the Egyptian state, not only because remittances represent an important part of the foreign currency, but also due to their experiences that can Directing it towards contributing to the development process.
