Dr. Reda Hegazy, Minister of Education and Technical Education, held a meeting with the experts of the National Center for Examinations and Educational Evaluation, subject coordinators and question bank officials for various subjects. This is to discuss the controls related to the work of the technical body responsible for the questions of the general secondary exams for the academic year 2022/2023.
The minister started the meeting by congratulating the attendees on the new Gregorian year, appreciating the role of the National Center for Examinations and Educational Evaluation in the success of the educational system, as a center specialized in measurement and evaluation, indicating that it has cadres trained by international experts, in addition to the great role that the center played during the last period, which Making it one of the best centers in the Middle East.
Dr. Reda Hijazi explained that the question bank provides the opportunity to have many questions for the subject, while specifying the specifications of each question in terms of the question’s field and the learning outcome that the question measures, as well as the knowledge level of the question in terms of understanding, application, analysis, synthesis, evaluation, problem-solving and creativity.
He directed that teachers of basic subjects at the secondary level, who were trained in the last period in the techniques of formulating questions of various types, be benefited from in order to produce test vocabulary and add it to the question bank after reviewing it by the experts of the National Examinations Center.
The minister emphasized that the high school exams represent one of the issues of national security, so the ministry was keen on the principle of transparency and informing students of the specifications of the examination paper for the general secondary certificate. In order to achieve the principle of equal opportunities, pointing out that the exam will be in the open book system, and the student will receive the concepts booklet, as in the previous year, at the beginning of the exam for each subject and hand it over to the observer at the end of the exam.
Dr. Reda Hegazy stressed the importance of adhering to the map of tests and the general and specific specifications of the examination paper issued by the National Center for Examinations and Educational Evaluation.
The minister also indicated that the general secondary exams will be corrected electronically away from the human element, and the grade that the student obtains will be distributed over the answer, meaning that each part that the student answers is assigned a grade, in addition to that a scan of a paper copy will be made. With regard to the technical specifications of the examination paper, the Minister directed that the questions measure mental abilities and real learning outcomes, and ensure that the questions are free of linguistic errors for all languages and that the questions are not repeated, and the importance of linking the questions to the learning outcomes included in the test map, stressing the need to adhere to the cognitive levels to be divided into 30 40% for understanding, 40% for application, and 30% for problem-solving and creativity, which reflects the Ministry's keenness for the hardworking student to obtain his right in order to preserve the principle of equal opportunities for students and achieve justice.
The minister stated that, in order to facilitate our students, a complete guiding form for the exam will be made available to high school students on the ministry’s website during the second half of the academic year, simulating the end-of-year exam, with the answer form available.
The minister also stressed the importance of the time allotted for answering all questions and the time for revision commensurate with the time allotted for the examination.
As for the multiple-choice questions, the minister was keen to direct the experts of the National Examinations Center to take into account the precise wording of the multiple-choice questions, their clarity and accuracy so that they do not tolerate interpretation, with only one correct answer out of the four alternatives to the question so that the specialists in the subject do not differ on it.
With regard to essay questions, Dr. Reda Hijazi directed that they be of a short type, that they be specific and clear, and that the answer to them is short as well, in addition to that the answer form be clear and contain all possible answers, and that the grades be distributed among the steps of the answer and not only the final result.

Dr. Reda Hegazy also directed the formation of a committee of 10 experts with the knowledge of the subject advisor to review the answer form, whether for the multiple-choice part or short essays on the same day of the exam, with the committee’s commitment to attend the main operations room according to the approved schedule to review the answer form to sign it before proceeding with the exam. Correction work begins.
During the meeting, the minister stressed to the members of the technical body for the preparation of questions and the coordinators of the materials the need to adhere to a number of standards and controls; To ensure the success of the general secondary exams system, including the issuance of a declaration that there are no obstacles to participation in the work of general exams and the controls that regulate work, namely: deprivation of exam work in accordance with the cases stipulated in Ministerial Resolution 113 of 1992, or that they have relatives of applicants to take the exam up to the second degree Gentlemen who prepare questions up to the fourth degree of the tripartite committee formed to withdraw questions at the level of the Republic.
The minister also stressed that the members of the technical body for question preparers, material coordinators, workshop management, and the technical committee formed to withdraw questions for general secondary exams from non-workers affiliated with the Ministry of Education - except for university professors - should not be referred to before August 21 of the same year. With the exception of university professors, it is also stipulated that he should not have published or participated in the publication or preparation of external books or notes during the five years preceding the year of deputation or assignment, or working in technical committees to put questions.
Dr. Reda Hegazy Ali confirmed that any crime related to exam work or affecting honor or honesty will be immediately referred to disciplinary or criminal trial.
In the same context, Dr. Reda Hijazi indicated that the ministry is taking strict measures to ensure the full success of the examination system, including combating fraud in committees.
The meeting was attended by Dr. Ramadan Mohamed Ramadan, Director of the National Center for Examinations and Educational Evaluation, and educational leaders. And Khaled Abdel-Hakam, head of the central administration for dropping out of education, director of the secondary education department in the ministry, and general supervisor of the general administration for examinations, in addition to the presence of subject coordinators and question bank officials for various subjects.
