In implementation of the political leadership’s directives to pay attention to the reform of technical education in Egypt, the Ministry of Education and Technical Education launched the national strategy to reform and develop technical education and advance it globally, and shift towards better technical education “TE 2.0” to meet the needs of the labor market, and improve its quality in line with quality standards Globalism.
The ministry explained that the process of developing technical education curricula by building them according to the competency methodology, in consultation with labor market experts and business owners, is one of the main pillars of the technical education development strategy. These developed curricula emphasize what the graduate can implement in terms of skills rather than focusing on what he is expected to know only.
The ministry indicated that the development of curricula began with the rebuilding and implementation of (33) academic programs during the academic year 2019/2020, followed by the development of (15) academic programs during the academic year 2020-2021, and then the development of (37) other academic programs during Academic year 2022/2021, bringing the total number of developed curricula to 85.
And she continued: "The total number of technical schools in which the developed programs are applied reached 107 schools in September 2019, 118 schools in September 2020, and 453 schools in September 2021, and it will be implemented in (881) schools in September 2022 of all types. Technical education (industrial - agricultural - commercial - hotel - dual education).
The Ministry confirmed that the developed study programs will be applied to all students enrolled in the first secondary grade in all technical education schools (public - private) in which these programs of all kinds are applied, and it is planned that the development of all study programs will be completed with their application in all technical education schools in September 2024.
The Minister of Education and Technical Education in 2022 was approved, which depends on the formative evaluation, which aims to follow up the progress of students and provide them with feedback that helps them progress in studying the units of the study program, where the teacher and student are provided with information On the extent of progress made by the student in the part he studied in the unit, then conducting internal and external verification work. In this regard, more than (4000) internal and external investigators have been prepared and qualified with the aim of verifying assessment decisions as part of ensuring the quality of the application of the developed study programs.
She indicated that the final evaluation of students will take place in the final year with the participation of experts and representatives of the labor market through a task that is designed according to the basic activities and competencies of the program and is carried out within the places of practical training, and an evaluation by an external committee of specialists in the field of the program that includes an expert from the labor market, and experts from Education at the end of the second semester of the third year of the program (the diploma exam).
The Ministry indicated that the training of technical education cadres is currently being resumed, with the participation of development partners such as the TVET program funded by the European Union and the Egyptian government, the Employment Support Project and the Technical Support Project for the Inclusive Technical Education Initiative funded by the German government through the German Agency for International Cooperation, and the Egypt Workforce Project funded From USAID, where the technical education sector aims to train 40,000 teachers in preparation for the new academic year 2022/2023.
She confirmed that 1,250 trainees from 423 technical education schools (229 industrial - 34 agricultural - 141 commercial - 18 hotel) were already trained for two days, in 32 workshops entitled "Qualifying school principals, heads of evaluation and verification committees and members of student affairs in applied technical education schools." For the developed study programs in 22 governorates.” (13,000) teachers will also be trained through workshops aimed at qualifying first-grade teachers in technical education schools that apply the developed study programs to teaching work and student evaluation during the period from August 21 to September 1.
It is worth noting that successful students in the technical secondary school diploma in which the developed study programs are applied are granted two certificates, the first with the name of the technical secondary school diploma - the three-year system “technical category” and the name of the study program is included in it, and the second certificate is a certificate that the student has passed the professional competencies planned for the study program during the three years of the programme.
