The Minister of Education issues Ministerial Resolution No. 239 regarding the Sports Excellence)

Mr. Mohamed Abdel Latif, Minister of Education and Technical Education, issued Ministerial Resolution No. 239 regarding the Sports Excellence Incentive.

The decision stipulates that students who win championships or sports tournaments in their final year of secondary education, and those with equivalent foreign certificates from within the Arab Republic of Egypt, will be awarded a Sports Excellence Certificate upon achieving, during their studies in either grade (second or third) of secondary education (general or technical), the same sport, along with equivalent foreign certificates from within the Arab Republic of Egypt. Sports excellence scores will be added to the total score, according to the championships, tournaments, and levels of sports excellence, as follows:

First: World Championships - Olympic Games - World School Championships (organized by the International School Sports Federation):
First place: 40 points, second place: 32 points, third place: 24 points, fourth place: 16 points, fifth place: 13 points, sixth place: 10 points.

Second: Championships and Tournaments: African - Mediterranean - African School (organized by the African School Sports Federation):
First place: 32 points, second place: 24 points, third place: 16 points, fourth place: 13 points, fifth place: 10 points, sixth place: 7 points.

Third: Championships and Tournaments: Arab - Arab School (organized by the Arab School Sports Federation):
First place: 24 points, second place: 16 points, third place: 13 points, fourth place: 10 points, fifth place: 7 points, sixth place: 5 points.

Fourth: Republic Championships organized by the Ministry of Education and Technical Education and sports federations:
First place: 16 points, second place: 13 points, third place: 10 points, fourth place: 7 points, fifth place: 5 points, sixth place: 3 points.
If a student wins more than one championship or place, only the highest score is added.

The decision also stipulates that students who win championships or sports tournaments during their final year of high school, or their equivalent Arab or foreign certificates, or technical diplomas (three- and five-year systems), will be awarded a Sports Excellence Certificate. The certificate specifies the type of championship, the position achieved, and the sports excellence scores earned, in accordance with Article 1 of this decision.

The decision also stipulates that students who win championships in the Olympic Games during their high school studies, or their equivalent Arab or foreign certificates, or technical diplomas (three- and five-year systems), will be awarded a Sports Excellence Certificate at the end of the academic year. The student's earned scores will be valid for four academic years, starting from the year in which the tournament was held, and the student may only benefit from this certificate once.

The decision states that the sports season begins on July 1 and ends on June 30 of each year. During this period, all procedures for awarding sports excellence grades are completed. This deadline is only extended for students participating in international, Olympic, African, Arab, and Mediterranean tournaments and championships, with a maximum of September 30 of the same year.

The decision specifies the sports to which the sports excellence incentive applies as follows:

A. Olympic Games: (Athletics, Swimming, Gymnastics, Rowing, Cycling, Wrestling, Boxing, Weightlifting, Fencing, Judo, Equestrian, Shooting, Volleyball, Basketball, Football, Handball, Yachting and Sliding, Modern Pentathlon, Hockey, Table Tennis, Taekwondo, Badminton, and Archery).

B. Non-Olympic Games: (Bodybuilding, Squash, Karate, Kung Fu, Polo, Speedball, Diving and Rescue).

C. The Republic's championships organized by the Ministry of Education and Technical Education include:
• Team sports: (football, basketball, volleyball, handball, hockey).
• Individual sports: (short course swimming, synchronized swimming, diving, tennis, table tennis, artistic gymnastics, rhythmic gymnastics, fencing, cycling, wrestling, karate, judo, boxing, athletics, taekwondo), and any new sports.

The decision stipulates the following conditions for granting the sports excellence incentive for championships organized by the various sports federations:

1. The student must win one of the championships or tournaments listed in this decision.
2. The championship or tournament must be official and accredited.
3. Participation in central championships organized by the General Administration of Physical and Military Education at the Ministry of Education and Technical Education for individual and team sports in general.
4. The student must be enrolled and regularly attending a school affiliated with, or under the supervision of, the Ministry of Education and Technical Education.
5. The student must not have received a disciplinary penalty, been removed from the sports records, or been banned from participating in competitions.
6. The student must not have failed or been expelled due to absence or misconduct.

The decision also stipulates that the above conditions must be met in addition to the following conditions for awarding sports excellence scores for tournaments organized by the Ministry of Education and Technical Education:

1. A tournament shall not be held if the number of players in individual events falls below eight.
2. For team tournaments, relay teams, and team competitions in individual tournaments, the number of participating teams must be at least eight.
3. To be awarded sports excellence scores in team events, a student must have participated in at least 50% of the matches.
