Minister of Education Presents Achievements and Structural Reforms in the Education
In a move aimed at sustaining fundamental reforms in the education system, Mr. Mohamed Abdel Latif, Minister of Education and Technical Education, held an extensive meeting with development partners from national and international organizations and institutions in the field of education and skills. The meeting reviewed the achievements and structural reforms implemented in the education system, as well as discussing the key elements of the Ministry's targeted plan for the coming year, 2026. This initiative is part of strengthening cooperation with development partners in the coming phase and supporting efforts to develop the education system.
At the outset of the meeting, Minister Mohamed Abdel Latif welcomed the attendees from all national and international organizations and institutions, expressing his deep appreciation for their participation and continued support. He commended the existing strategic partnership and constructive cooperation, emphasizing that these partnerships represent a fundamental pillar in supporting the Ministry's efforts to develop the education system and build students' capabilities, in line with the Egyptian state's vision and the Sustainable Development Goals. This contributes to enhancing the quality of education and linking it to the requirements of the labor market.
The Minister emphasized that this presence reflects not merely institutional partnerships, but rather a shared and profound commitment to children and youth, and a firm belief that education is the cornerstone of sustainable development and a key driver of progress in overcoming the challenges of our time.
The Minister noted that development partnerships have played a pivotal role in supporting the education system, accelerating the pace of reforms, testing innovative educational models, and building stronger and more resilient education systems, thus serving every learner and supporting the state's efforts to achieve inclusive, equitable, and high-quality education.
The Minister also explained that this meeting represents an important opportunity to review the achievements of the 2024-2025 academic year, as well as to reaffirm the shared vision for coordinated interventions across the education system, capable of creating a sustainable national impact that transcends temporary solutions and focuses on building a better future for generations to come.
During the meeting, the pillars of education reform were reviewed. Minister Mohamed Abdel Latif emphasized that the Ministry has achieved tangible progress in the performance of the education system by strengthening school discipline and improving the quality of education. Attendance rates across all educational levels in schools nationwide have reached 87%. Additionally, the National Literacy Program has been expanded to include 20 governorates, benefiting approximately one million learners in partnership with UNICEF.
Regarding human resources, the Ministry has addressed the teacher shortage systematically and technically through data-driven redistribution and targeted recruitment across all educational levels.
The secondary education stage also witnessed a comprehensive restructuring of teaching hours and curriculum loads, creating a more balanced and coherent educational experience. The Ministry implemented the Egyptian Baccalaureate system, reflecting the state's focus on competency-based education, supported by unified national messages and a data-driven reform narrative that enhances Egypt's presence on international platforms. The Ministry is concentrating on completing the development of the Egyptian Baccalaureate framework and curriculum in line with international best practices to ensure the delivery of modern, competency-based education. This includes updating science curricula and textbooks through national and international partnerships that guarantee scientific accuracy, engaging content, and effective teaching methods.
The Minister also reviewed the Ministry's launch of the first unified national infrastructure for pre-university education data through the (ED1–ED50) dataset, which complies with the requirements of the Central Agency for Public Mobilization and Statistics and international standards, in addition to developing information and communication technology indicators.
Regarding the curriculum, Minister Mohamed Abdel Latif explained that it has undergone the most significant development in the ministry's history. This includes a complete overhaul of the English, Arabic, and social studies curricula from kindergarten through the second year of secondary school, the implementation of a structured Japanese methodology for teaching mathematics, and the standardization of English language learning frameworks according to the Common European Framework of Reference for Languages (CEFR). Furthermore, for the first time in the ministry's history, assessment manuals have been introduced. In addition, technical education pathways have been enhanced with integrated English language programs for the industrial, agricultural, hospitality, and commercial sectors. This is being done in parallel with expanding inclusion efforts for students with disabilities through accelerated steps to ensure they receive high-quality education without discrimination.
At the level of international partnerships, the minister explained that the ministry has strengthened these partnerships through cooperation with UNICEF, UNESCO, Italy, Germany, Singapore, Japan, and the International Labour Organization, particularly in the areas of technical education and digital transformation.
Minister Mohamed Abdel Latif affirmed that the Ministry is committed to enhancing students' programming and artificial intelligence skills by integrating them into the curriculum and providing advanced educational content aligned with international best practices. The Ministry also launched the "Kirio" platform as an advanced digital tool to support the learning of these skills. Approximately 750,000 students have registered on the platform, and 236,000 have completed the educational content, reflecting student engagement and their benefit from the platform in acquiring the necessary practical skills. This was accompanied by training and qualifying teachers to use the latest technological teaching methods, ensuring the preparation of a generation capable of facing the challenges of the digital future and innovating in the fields of programming and artificial intelligence.
Regarding teacher development and quality assurance, he explained that the Ministry is working on launching a one-year pre-service training diploma and a national teacher licensing system in cooperation with international universities. Furthermore, the Quality Assurance Unit is being strengthened through training assessors and implementing a compliant auditing system.
