The Ministry of Education and Technical Education held a workshop for the directors of the branches of the Professional Academy for Teachers at the academy’s headquarters on the sixth of October to discuss the development of an institutional framework for a national center for distance learning for teachers over the course of (Tuesday and Wednesday 13 and 14) December 2022, within the framework of the joint cooperation protocol between the Ministry of Education Education, Technical Education, Professional Academy for Teachers, UNESCO and Huawei, under the auspices of Dr. Reda Hegazy, Minister of Education and Technical Education.
Dr. Zainab Muhammad Khalifa, Director of the Professional Academy for Teachers, stressed the importance of the project, especially after the Corona pandemic, and that the main goal is to establish a distance learning center under the umbrella of the Professional Academy for Teachers, and that the project is based on the continuous professional development of teachers, school principals and educational supervisors in the pre-university education stage.
She added that the project provides training and distance education to develop teachers' skills, achieve sustainable development, and prepare to face any problem and deal with it in a way that is commensurate with educational goals, and in a way that achieves a qualitative leap in teacher training and skills by employing technology in education, which will positively affect teachers' skills.
For her part, Dr. Malak Zalouk, Director of the Middle East Institute for Higher Education, explained that the teacher is the main focus of the educational process in the Egyptian constitution, and that the state seeks to ensure the development of their academic competencies and professional skills to achieve quality education in line with Egypt's Vision 2030, and explained that the workshops include presenting the framework The proposed institutional center and the methodology on which it is based, the center’s vision, mission, institutional values, and programs it offers. Workshops will also be implemented in small groups to participate in setting policies, solutions, and challenges that the new center may face, with support from the participants to achieve professional development for teachers remotely and interact within Schools, by activating decentralization and relying on developing the professional performance of teachers.
Mary Anne Manussen, a specialist in education programs at UNESCO, indicated that within the framework of working to reach open schools supported by technology for all, the establishment of a distance learning center for teachers comes within the framework of various UNESCO initiatives for the continuous professional development of teachers in a way that enhances digital transformation in education and the provision of open sources of education. And the establishment of online learning platforms, in cooperation with the Professional Academy for Teachers, stressing the importance of building the capacities of teachers, and that the center includes a studio to design educational content for the academy to create learning resources for teachers, a platform and a digital library to meet the needs of teachers and build their capabilities to achieve sustainability, and conduct training courses for teachers on Digital skills and distance learning and the development of comprehensive national policies and standards to achieve the competence of teachers in the field of information and communication technology and their integration into comprehensive education plans.
Dr. Fawzi Baroud, Vice President of Information Technology at the University of Louaize and the UNESCO Chair for Open Educational Resources, indicated that the workshops discuss the institutional framework of the center and open educational resources, the importance of distance education and the importance of the teacher as the basis of the educational process, and he explained that the goal of UNESCO in establishing the center is to develop the competencies of teachers in schools Sharing experiences with officials, and the framework of the workshop deals with explaining open educational resources and their importance.
For her part, Nadia Abdullah, Head of the Central Administration for Teachers’ Affairs, confirmed that this event comes within the framework of the Ministry of Education and Technical Education’s keenness to strengthen international partnership with relevant institutions in order to meet the aspirations of the political administration of the state and achieve the requirements of developing the education system, and providing distance education and training for all with high quality. And in implementation of the directives of Dr. Reda Hegazy, Minister of Education and Technical Education, to raise the status of the Egyptian teacher.
The workshop discussed the center's framework, the general context of Egyptian education, the current reality of the professional academy for teachers, the need for a national teacher policy to support the initiative, the infrastructure, the constructivist theory, the integration and linking model for educational purposes, the inquiry society model, the advantages of distance learning and the requirements for success.
It is worth noting that the center aims to provide an institutional framework by employing information and communication technology in the educational process and training teachers to use it within the framework of cooperation between the Ministry of Education and Technical Education, representatives of teacher training institutions, teacher trainers, curriculum developers and educational program designers, in addition to providing opportunities for discussion with participants. To improve the quality of the local frame.
